
Corey Miller

Corey Miller is the President and Chief Executive Officer for Emmanuel Health. Emmanuel Health operates 13 publicly funded Catholic healthcare facilities serving patients, residents, and families in 10 communities throughout Saskatchewan. These facilities include acute care hospitals and health centres, long term care and rehab facilities, an addictions centre, seniors housing, community day programs for seniors, and a palliative care hospice. Prior to this role, Corey was the Vice President, Provincial Programs at Saskatchewan Health Authority (SHA), overseeing the delivery of safe, high quality health care across a board clinical portfolio including Medical Imaging, Laboratory, Pharmacy, Critical Care, Cardio Sciences, Neuro Sciences, Maternal & Children’s Services, EMS, and Kidney Health for the entire province of Saskatchewan.
Miller is no stranger to health care, fundraising, and community building in Saskatchewan over the past 33 years. Corey was a board member for the Jim Pattison Children’s Hospital from 2019-2020 and a board member with the Cancer Foundation of Saskatchewan until 2022. Miller graduated from Kelsey Campus in 1990, the University of Saskatchewan in 1995, and University of Regina in 2010 with a Master of Business Administration and is proud to make Saskatoon home with his wife Tanya and their two daughters.

Stephanie Francis
Executive Lead, Finance and Corporate Services

Stephanie joined Emmanuel Health in January 2020 as Executive Lead, Financial and Corporate Services. She obtained her CPA in 2005 and brings with her 20 years of finance and accounting experience. Prior to branching out into the healthcare industry she spent 15 years in the Financial Services sector and then spent 3 years in Ecuador teaching preschool.
When not working Stephanie enjoys time at the family cabin, reading and world travel.

Kelly Chessie
Executive Director
Santa Maria Senior Citizens Home (Regina, SK)
Prior to becoming Executive Director at Santa Maria, Kelly was a Health Policy and Health Services Researcher and worked with the Provincial Ombudsman and Auditor.
Kelly enjoys spending her free time with friends and family. She is an avid vegetable gardener and bumble bee watcher, curler, community chorus member, and proud English as an Additional Language tutor.

Carrie Dornstauder
Executive Director
St. Paul's Hospital and Hospice at Glengarda (Saskatoon, SK)
Carrie assumed the position of Executive Director at St. Paul’s Hospital in January 2025. With over 25 years of nursing experience, she has held numerous leadership roles in Saskatchewan’s health system. Most recently, she was the Executive Director of Maternal and Children’s Provincial Programs for the Saskatchewan Health Authority, where she managed clinical operations at Jim Pattison Children’s Hospital and led responses to COVID-19 in rural areas.
Carrie’s expertise spans obstetrics, emergency care, public health, palliative care, and long-term care. She has significantly contributed to health infrastructure projects and developed Saskatchewan’s first rural Clinical Nurse Education Program. As a LEAN-certified leader, she focuses on system redesign, service integration, and operational improvements.
Passionate about patient and family-centred care, Carrie champions inclusive practices and advocates for expanded services for underserved populations. Additionally, she serves on boards such as Ronald McDonald House Charity and Children’s Healthcare Canada.
Carrie holds a Bachelor of Science in Nursing from the University of Saskatchewan and is eager to support Catholic Health’s mission and engage with the Pleasant Hill community in her new role at St. Paul’s Hospital & Hospice at Glengarda.

Jennifer Jacobs
Executive Director
St. Joseph's Hospital/Foyer d'Youville (Gravelbourg, SK)
Jennifer Jacobs accepted the role of Executive Director in April 2025 and is pleased to be part of the Emmanual Health team. Previously she was the Director of Client Services for 2 years. She has been a Registered Nurse for 29 years and is proud to have spent her career in various locations in rural Saskatchewan. Maintaining quality, compassionate, and accessible health care in rural Saskatchewan is something she has always held close to her heart. She has experience in acute care settings, home care, long term care and as a CCA instructor.
In her free time, Jenn enjoys spending time with her husband and 4 children. Outside of the workplace she can sometimes be found coaching softball, organizing opportunities for kids in the community, or enjoying the outdoors. Since 2023 Jenn has volunteered with the annual Moose Jaw International Medical Mission to rural Guatemala and has been inspired by the gratitude, resiliency and amazing people there.

Candace Kopec

Radville Marian Health Centre (Radville, SK)
and St. Joseph’s Hospital of Estevan (Estevan, SK)
Candace Joined Emmanuel Health in May 2023 as the Executive Director of St. Joseph’s Hospital in Estevan and Radville Marian Health Centre. Bringing 25 years of health care experience, she began her career as a Registered Dietitian and obtained a Certified Diabetes Educator designation. She came from a primary health care background, as both a Manager and a Director, with responsibilities in home care, public health, therapies, chronic disease programs, Long Term Care, and acute facilities.
After spending a few years living in various locations in the United States, she enjoyed moving back and raising her two boys in rural Saskatchewan. With both boys now in university, she lives in Weyburn with her husband Dan and her two dogs. She can still be found enjoying time at the rink.

Cara McDavid
Executive Director
Providence Place Home For Holistic Health (Moose Jaw, SK)
Cara McDavid is the Executive Director of Providence Place in Moose Jaw. Providence Place is home to 160 Long Term Care Residents, 14 Geriatric Assessment Rehabilitation Unit (GARU) patients and an Outpatient Day Program within the Maguire Centre. Cara was previously the Director of Primary Health SW6 within the Saskatchewan Health Authority, overseeing a wide range of Acute, Continuing Care, and Primary Health Care services within southwest Saskatchewan.
A registered Social Worker, Cara began her healthcare career in 2008 in Mental Health and Addictions Services, working a variety of roles within the department including the Manager of Outpatient Services. Cara has a bachelor’s degree in social work, and a master’s in health administration from the Johnson Shoyoma School of Public Policy. She is a Certified Health Executive (CHE) with the Canadian College of Health Leaders.
A lifelong volunteer, Cara has sat on many community boards and organizations. She is currently a member of the Professional Practice Committee with the Saskatchewan Association of Social Workers.
Cara has a daughter, son, dog, and cat. She enjoys spending time with her family & friends, and has far too many hobbies.

Carla Nein
Executive Director
St. Joseph’s Integrated Health Centre of Macklin (Macklin, SK)
Carla joined Emmanuel Health in November 2023 as the Executive Director of St. Joseph’s Integrated Health Centre in Macklin. Carla is a Registered Nurse and has worked in various areas and roles in her 32 years of nursing. Most recently she was a Home Care RN, interim Home Care Manager, and Clinical Nurse Educator in the former Heartland Region.
In her free time Carla enjoys spending time with her husband and three children. Travelling, reading, and refinishing furniture are a few of Carla’s hobbies.

Nicole Smalley
Executive Director
St. Anthony’s Hospital (Esterhazy, SK)
Nicole Smalley hails from Rhein, Saskatchewan, where her parents still reside. She currently lives in Yorkton with her two sons, Callahan (8) and Kashton (5). As a dedicated Registered Nurse, Nicole spent a decade working in the Emergency Room at Yorkton Regional Health Centre, followed by three years as the manager of medicine, pediatrics, and float nurses.
For the past six years, Nicole has also been sharing her expertise as a Clinical Instructor for the University of Saskatchewan’s RN program, helping to shape the next generation of nurses. A proud alumna of the University of Saskatchewan, Nicole not only pursued her studies there but also played for five years with the U of S Huskie Women’s Hockey team.
Outside of her professional commitments, Nicole is actively involved in her sons’ activities, coaching their baseball and hockey teams. A sports enthusiast, she proudly supports the Florida Panthers. Nicole’s dedication to healthcare, education, and her community continues to make a positive impact in Yorkton and beyond.

Jenna Smith

Foyer St. Joseph Nursing Home (Ponteix, SK)
Jenna joined the Emmanuel Health Care team as Executive Director in January of 2025. Before this, Jenna worked as a Health Services Manager for various locations in the SHA. Jenna is a Licensed Practical Nurse with 18 years of nursing experience in Acute care, Long Term Care and Home Care. She started her career in Swift Current then moved back to the farm in 2010 and has been working in Rural Health Care since.
Jenna is married to her husband Bobby and has 3 daughters. In her spare time, you can find her cheering on her kids at the rink, on the volleyball court, at the track field or any of the other multiple functions that keep them running. She enjoys time at their lake cabin in the summers with her family.

Rae Sveinbjornson
Executive Director
St. Ann’s Senior Citizens’ Village and Samaritan Place (Saskatoon, SK)
Rae is responsible for the day to day operations, coordination with the Local Council, Planning and Forecasting, Budgeting and Finances, along with the Human Resources, Maintenance, Projects, Communications and Public Relations.
Rae began his career as the Home Care Manager for South Country Home Care based in Assiniboia. From there Rae became the Home Care Manager at Midwest Health District prior to becoming the Executive Director of St. Ann’s. In addition to St. Ann’s, Rae also became the Executive Director of Samaritan Place in July 2021.
In his spare time, Rae enjoys spending time with his family and is a huge Saskatchewan Roughriders fan.

Tracy Werner
Executive Director
St. Peter's Hospital (Melville, SK)
Tracy brings a wealth of experience and a diverse background to her role as the new Executive Director at St. Peter’s Hospital in Melville. With an entrepreneurial spirit, she owned and operated a commercial cleaning business for 23 years, complemented by experience in bookkeeping and working alongside physicians. In 2011, Tracy shifted her focus to healthcare, starting as a care aide with the Saskatchewan Health Authority (SHA) before graduating from the Licensed Practical Nurse Program in 2014.
Tracy has worked in various departments at the Yorkton Regional Health Centre until May 2023, when she embarked on a new career path as a temporary Health Services Manager. In November 2023, she accepted a permanent position as Health Services Manager at St. Paul Lutheran Home in Melville, before joining our team at St. Peter’s Hospital.
Outside of work, Tracy enjoys spending time at her acreage with her husband, their two dogs, and her two grown sons who now live at their own acreages. She loves the outdoors and is passionate about gardening, quadding, kayaking, and snowmobiling. Tracy’s multifaceted career and love for her community make her a valuable addition to our team, and we are excited to have her leadership at St. Peter’s Hospital.
